EPM 2009
The idea arises from a group of students of the Faculty of Political Science of the University of Urbino “Carlo Bo”.
Everyone contributed and will contribute to the realization of this project with his own abilities and knowledge.
Persuaded of the importance of this human and educational experience, the group asked for the collaboration of the Faculty of Political Science, of the University and of the institutions, and it found out a great success.
Hence, we choose to move on with our project and put it into reality, by hoping that this initiative will success thanks to the participation of many students of Italian and European Universities.
The European Parliament Model 2009 edition
On 2-3-4 April 2009 was held at the Faculty of Political Science the Simulation of the European Parliament, organized by a group of students of the Faculty, to inform young European citizens about the role of the European Parliament and the European policies , also in view of the European elections of June 2009.
120 students joined the model from various universities in Italy and Europe: Urbino, Bologna, Milan, Padua, Venice, Pisa, Florence, Catania, Messina, Antwerpen, Paris, Bratislava, Vienna, Valencia, Horsens, Augsburg, Constance, Frankfurt, Dublin, Galway, Timisoara, Warsaw. Among those also some students who were in Urbino in this semester have been involved (U.S. and European universities).
During the three days were organized:
-The sessions of the parliamentary committees:
1. Foreign Affairs (AFET)
2. Civil Liberties, Justice and Home Affairs (LIBE)
3. Environment, Public Health and Food Safety (ENVI)
4. Economic and Monetary Affairs (ECON)
5. Constitutional Affairs (AFCO)
6. Culture and Education (CULT)
-The meeting of the political groups (EPP-ED; PES; ALDE/ADLE; GREENS/EFA);
-Seminars, with the intervention of European Parliament deputies;
-The plenary session of the European Parliament.
Each committee has discussed and developed one or two resolutions proposed by the organizers, taking into account the directives that emerged in the discussions of the political groups. The topics addressed were:
1. Foreign Affairs (AFET) - Conflict in Palestine, EU Enlargement to Turkey,
2. Civil Liberties, Justice and Home Affairs (LIBE) - Immigration,
3. Environment, Public Health and Food Safety (ENVI) - Pollution and renewable energy;
4. Economic and Monetary Affairs (ECON) - Economic and Financial Crisis,
5. Constitutional Affairs (AFCO) - Treaty of Lisbon, Reform of the electoral system of the European Parliament,
6. Culture and Education (CULT) - Reform the University at the European level, Enlargement of the LLP-Erasmus to the Mediterranean.
The simulation took place in three stages: 1. The committees were encountered three times. The first session of the Commission was attended by one or two university teachers who have studied the themes of the debate. In other meetings of committees is open the debate on the resolutions proposed, the members of the Commission have amended the resolutions, proposing for the voted amendments to the majority. The participants then drawn up the final text of the resolution to refer for voting in plenary assembly. Each commission has elected a president, a secretary and a spokesman for the plenary session.
2. THE POLITICAL GROUPS (EPP-ED, PES, ALDE, green-EFA, UEN, GUE/NGL) met twice: the first day, to define the positions to keep in commission on the proposals for a resolution, and last, to confront the resolutions of the various committees and decide the vote in plenary. The participants were divided in proportion to various political groups seats held to the European Parliament. 3. The last day was held the plenary: all the European Parliament has been met for the vote on the resolutions drawn up by the various committees, sitting led by the President of the European Parliament. Some resolutions were rejected and other approved. In such occasions were also delivered the certificates of participation.
and been organised a conference entitled 1979-2009. The European Parliament 30 years after the first elections, held the Aula Magna of the new Magisterium on 3 April, which was attended two MEPs (on. Pittella, on. Baldarelli), the local authorities (Mayor of Urbino Dott. Corbucci, President of the province of Pesaro and Urbino Sen. ucchielli), the Rector Prof. Bogliolo, the Dean of the Faculty of Political Science professor. cangiotti, the President of ERSU Dott. Sacchi, the Director of International Relations Office of the University of Urbino Dott. Maci and some professors of University of Urbino. The event was also attended by some students of the last years of high schools of Urbino (ITIS of Urbino, Liceo Scientifico Laurana of Urbino).
Finally, entertainment events have been organized in order to let students from many different universities enjoy and experience the EP model and Urbino (visit of Urbino historic towncentre, nights in city centre pubs).
